Dictatorships are usually shoddily run affairs. You can cleary see this with the haphazard Russian offensive--terrible troop moral and poor tactics, badly matined equipment breaking down and creating bottlenecks along key avenues of advance, a lame logistical capsability and s questionable command and control capability-- all in all a general mess for the Russian Army's trying to seek its objectives.
