Here’s the simple deal. The founding fathers did not want the president harassed by endless legal fights. On the other hand a leader might do a lot of technically legal things that were not good for the country. Their compromise was to eliminate law suits and create instead the broader mechanism of impeachment. This got rid of petty harassment with an unlimited method of getting rid of a dangerous leader. But then along came political parties to completely upset the applecart.
