It is the same old trick over and over again, Jay. If the Republicans think they are going to lose the next election they quickly give away the store to their rich benefactors. This of course bankrupts the country, causing the Democrats (who really do care about the general condition of the nation) to have to spend their entire time in office, like Obama, pulling the country out of an economic ditch.

Then the Republicans say, look, the country has been stagnant for the last eight years, even when it has been on a steep recovery. So then the silly public votes the cheaters back in office and the Republicans ride the recovery until their next giveaway and crash.
