Maybe it is time to try and do the super impossible and really streamline Congress into a single body of super sized districts with rules that make gerrymandering very difficult. Attempting to keep up with rapid change in the 21st century with a way outmoded and throughly unrepresentative division of government designed in the 18th century just might not be a good thing anymore.

How about just 200 senators with 5 year terms limited to 4 terms, a good combination of experience and new blood, requiring a lot less wasteful campaigning than today’s Congressmen (with their two year terms) are currently subjected.
