Power does not willingly give up power. We humans are programed by nature, as part of our survival mechanism, to seek advantage at every opportunity, and to hold on at all costs.

Currently the GOP is a perfect example of this seeking advantage by all possible means. It's this individual aggression raised to the tribal level that makes conflict inevitable and demacracy so hard to sustain, especially in a multicultural society.
