The pro lifers want to make conception the issue. It's not. Very simply put, it is a matter of jurisdiction.

In other words as long as a fetus is part of a women's body she should have absolute jurisdiction. The state should only take over in certain legal matters once life has joined the outside world that is normally subject to the laws of the land.
