When a country has the nuclear capability to destroy the US ten times over, it is a powerful foe — period. Sure, economically and geopolitically (until Trump) Russia is third rate. It is like saying that there is a giant who can crush your village with one foot, but because he is dumb and slow he’s not a very powerful enemy.
